Fans of Sevilla and Bayern Munich will be allowed to attend the UEFA Super Cup on September 24, but the Puskas Arena in Budapest will operate at a reduced capacity.
Up to 30 percent of the stadium seats will be occupied as UEFA studies the impact of spectators on the UEFA Return to Play Protocol.
Commenting of the decisions, UEFA President Aleksander Ceferin said: “While it has been important to show that football can carry on in difficult times, without fans, the game has lost something of its character. We hope to use the UEFA Super Cup in Budapest as a pilot that will begin to see the return of fans to our matches.
“We are working closely with the Hungarian Federation and its government to implement measures to ensure the health of all those attending and participating in the game. We will not take risks with people’s safety.”
Puskas Arena in Hungary has a capacity of 68,000, meaning about 20,000 fans will be able to watch the Super Cup.
Bayern qualified for the Super Cup after overcoming Paris Saint-Germain 1-0 in the Champions League final, while Sevilla booked their spot after beating Inter 3-2 in the Europa League final.
