At the beginning of 2017, we analyzed Kwale County Fiscal Strategy Paper (CFSP). We discovered a number of interesting facts. Below is a summary:
a) Kwale County budget was Ksh. 7.88 billion out of which Ksh. 7.39 billion was to be received from the national government as equitable share; Ksh. 273.5 million was to be collected from local sources such as single business permits, cess, auction fees, advertisement, revenue from hospitals, house and stall rent, building plan approval and parking fees.
b) Kwale County executive collected revenues called ‘royalties’ valued at Ksh. 5 million but on inquiry the CEC finance informed us that it is not what we were thinking! This was not royalties received from national government as part of proceeds from titanium mining.
c) Land rates is a cash cow for Kwale County. For instance for the period between July-Sep 2016 the County collected Ksh. 10.8 million from land rates. This was closely followed by revenue collected from health facilities (hospital) which raised Ksh. 7.8 million during the same period.
