You may say that they are crazy. It is a serious problem and it has happened in the past.
Records show that Ebola was first identified in 1976. In 2004 and 2005 some vaccine candidates were identified to be safe in mice and animals (primates). However, no vaccine was developed for humans because it proved impossible to get humans for randomized clinical trial.
Why was this the case? Ebola is a deadly disease and scientists as well as regulatory authorities had to take precautions.
