As a Secretary of State under Regan, he was the U.S. chief diplomat for 6 years.
He was born on 13 Dec 1920 in New York City but raised in New Jersey. He studied economics at Princeton from where he graduated in 1942.
In 1949, he earned his doctorate degree in economics from MIT. He went a head to serve as Secretary of Labor, Treasury Secretary and Director of the Office of Management of Budget under President Nixon.
