There is a general agreement that public budgets are key in turning government promises into reality.
Social sectors such as health, education and housing are in the most danger of being changed.
Budget deviations have the most impact on access to basic services for citizens or residents in a given country.
Therefore, there is need for states to improve transparency especially around budget deviations (known as supplementary budgets in Kenya).
The way of increasing transparency is through Clare and detailed explanations. This is a global good practice Public Finance Management Management (PFM).
This means that more can and hence should be done in pressurising governments to keep their promises.
Government should be aware that when public budgets are not credible in debts people’s confidence in government.
