During one of the sessions at Nairobi County Assembly, the the Temporary Deputy Speaker made communication from the chair that Gavin R. Castro was appointed the acting Clerk of the County Assembly.
You may recall that Adah Onyango was barred from serving as the acting Clerk after Okiya Okoiti Omtata filed a case which effectively barred Onyango from Office.
An interim court barred Onyango from exercising the powers and privileges of the Office of the Clerk pending the hearing and determination of the case.
Ms. Adah Onyango had served in acting capacity since 7th June, 2021.
“Section 121 of the County Assembly Service Act 2017 provides that if the office of the Clerk is vacant
or if for any reason the Clerk is unable to exercise the functions of his or her office then the Deputy Clerk or
in the absence of a deputy Clerk, any other officer in the service appointed by the Board may exercise all the
functions, duties and powers of the Clerk. Thus in compliance with the said court decision, the County
Assembly Service Board at a meeting held today Tuesday 21st December, 2021 resolved to appoint Gavin R. Castro as the Acting Clerk of the County Assembly forthwith.”
