In Financial Year 2019/2020, Kenya national government allocated Ksh. 3.1 trillion. Kenya closed the trillion shillings mark under the watch of the then Finance Minister, Uhuru Kenyatta. Since then, we have never looked back. During the first quarter, Ksh. 571.1 billion was issued for expenditure by Ministries, Departments and Agencies (MDAs). Out of the amount, Ksh. 48 billion was released for development expenditure purposes while Ksh. 468 billion was to be spent on recurrent expenditure and Ksh. 55 billion was sent to counties as Equitable Share.
Actual National Government Expenditure
Out of the Ksh. 571 billion released by the national exchequer, Ksh. 564 billion was actually spent. Further, Ksh. 99 billion of the development expenditure was actually spent while Ksh. 229.5 billion was the actual expenditure as Consolidated Fund Services.
During the first quarter (July-Sep) 2019/2020, the national government had Ksh. 637 billion to spend out of the annual Ksh. 2.6 trillion budget.
A total of Ksh. 571 billion was issued to various spending agencies such as Ministries, Departments and Agencies as well as counties received their Equitable Share from this figure.
Actual Expenditure
The National Government ended up spending Ksh. 564 billion out of which Ksh. 229.5 billion was on development projects while Ksh. 235 billion was on paying salaries, operations and maintenance among other recurrent expenditures.
The Office of Controller of Budget found out that public wage bill was the leading expenditure item for the national government. In fact, the Teachers Service Commission (TSC) is at the forefront when it comes to spending on salaries. For the first quarter of 2019/2020, TSC spent Ksh. 59.9 billion on paying teachers’ salaries and allowances.
