All counties are required to have funds for civic education to facilitate public participation forums.
There is no budget for Civic Education funding. This is strange considering that on page 102, Nairobi County goes ahead to indicate that they will hold 17 public participation forums in 2019/2020 but there is no budget line for that.
This phenomenon should be explained by the county executive before the budget is approved by the County Assembly.
